It is with profound sadness that we share the passing of Richard W. Swingly.

Richard “Dick” Swingly served with the Webster Volunteer Fire Department for over 66 years. During his time of service, Dick served in many leadership roles including serving as the WVFD’s Treasurer and Secretary. In 2007 Dick was elected as a Fire Commissioner to the relatively new North East Joint Fire District. Dick served on the Board of Fire Commissioners for nearly 19 years, serving as Vice-Chairman for many years, and for the last 6 years serving as the Board Chairman. Affectionately known around the District as the “Warden”, Dick was a strong advocate for public safety, a champion of the Webster Volunteer Fire Department and its firefighters, and a fiscally responsible steward of public funds. Dick’s passing has left a void at the North East Joint Fire District and a void in our hearts.
Rest in Peace “Warden”……..and Godspeed Mr. Chairman
